Agency work industry created 900,000 new jobs for Europe

Agency work enables change: in Europe 900,000 new jobs were created in the last two years, mainly resulting from countries that have reformed their labor markets. Agency work enables change: in Europe 900,000 new jobs were created in the last two years, mainly resulting from countries that have reformed their labor markets. However, the role of private employment services is still undervalued according to the new Ciett/Boston Consultancy Group global research ‘Adapting to change’.

Ciett (the International Confederation of Private Employment Agencies) releases the report ‘Adapting to Change’, subtitled ’How private employment services facilitate adaptation to change, better labour markets and decent work.’ One of the report’s findings is that private employment services play a pivotal role in social and economic progress; findings reveal that 75% of organizations using private employment services accelerate faster out of a downturn. Furthermore the report demonstrates that private employment services companies are a key driver of job creation: 74% of user organizations would not consider hiring permanent workers as an alternative to taking on agency workers and 62% of them would not have created jobs if they have no access to private employment services.

Private employment services are an important partner during structural changes in the economy and on the employment market. They can help customers, governments and candidates adapt to these changes and maintain their competitive advantage. The report includes the new Private Employment Services Regulatory Efficiency Index, which is an important tool for the industry as well as policy makers as it shows a positive correlation between efficient and well-regulated employment markets and the effectiveness of those employment markets as well as the competitive potential of economies.

In addition ‘Adapting to Change’ once again illustrates that a fair and effective regulatory framework is a key driver of agency work industry growth and decent work. In order to achieve this, existing unjustified restrictions must be lifted as stimulated in the EU Agency Work Directive on temporary agency work which needs to be implemented by the Member States in December of this year.

The key messages of the report ‘Adapting to Change’ are presented today by Annemarie Muntz, director Group Public Affairs at Randstad Holding, in her capacity as president of Eurociett (the European Confederation of Private Employment Agencies) to Presidents Barroso and Van Rompuy and Polish Deputy Prime Minister, Minister of Economy Mr Waldemar Pawlak, during the EU Tripartite Social Summit for Growth and Employment in Brussels.
