Comensura, the specialists in organisational efficiency through the managed supply of people, has been allocated the first 11 direct call offs on the MSTAR National Framework.

The 11 local authorities (district, borough, city and county councils from across the UK) are the first to use the MSTAR National Framework since it came into effect in May this year. Each local authority has decided to ‘call off’ directly with Comensura for the provision of a supply chain management solution for temporary staffing, as permitted by MSTAR, rather than entering a tender process.

All of the authorities, three of which are new Comensura clients, based their decisions on value for money, quality of service provision and the proven ability to offer a long term and sustainable solution for the supply of temporary workers using a supply chain management solution.

Jamie Horton, Managing Director for Comensura, said: “The MSTAR National Framework represents a new way for local authorities to procure services and I am delighted that these local authorities have all decided to come directly to Comensura. The trust and recognition these authorities have shown in Comensura is fantastic and clearly demonstrates how focussed we are on delivering the most efficient and effective solution to our clients at a sustainable price.

“We have a number of exciting initiatives planned for the future and these authorities have recognised the relevance and importance of these. We look forward to working in partnership with each authority and, given the economic and budgetary pressures that they face, helping them achieve their ambitious and long term cost saving targets.”       

Comensura was awarded a place on the MSTAR Framework for the Supply Chain Management lots (Corporate Staff, Combined Corporate and Education Staff and Education Staff) in April 2011 and achieved the highest evaluation and scores for the quality of the submission amongst all bidders in all lots.

in order for the MSTAR agreements to stand a chance of delivering quality, they have got to outlaw "pay when (if) paid" clauses, otherwise funders will not let cash-flow and the service will be poor as the agencies who have to fund this business will

Let's hope MSTAR have grasped that in the midst of their self congratulation that it is not Commensurer who puts up the money for the supply chain to work.
