FCSA joins HMRC forum on IR35 reform

The Freelancer and Contractor Services Association (FCSA), which represents companies providing tax, accountancy, employment, payroll and administrative support and services for the professional flexible workforce, has been invited to join the IR35 forum by HM Revenue and Customs.

The FCSA joins other expert organisations in the sector, including the Association of Professional Staffing Companies and the Recruitment and Employment Confederation.

Stuart Davis, Chair of the FCSA, said:

“The government has signalled its intention to retain IR35 - for now - and take steps to improve compliance.  The FCSA has long advocated a moderate stance, because while it is a major headache for individual contractors, knee-jerk abolition of IR35 would have resulted in significant non-compliance. Significant reforms are clearly needed, so we are delighted to join the IR35 Forum, where we look forward to contributing towards a better, long-term solution which will work more effectively for everyone.

“Compliance must be straightforward for contractors – and this will guide all our contributions to the Forum”.
