there will be a freeze on the pay

Prime Minister’s announcement stokes public sector employment debate, says REC

Prime Minister Gordon Brown has announced that there will be a freeze on the pay of top public sector employees as part of his “state of the economy” address and confirmation of the date of the Budget (March 24).

Responding to the announcement, the REC has highlighted the need to ensure that the squeeze on pay does not jeopardise the attraction of much needed new talent into the public sector.

This is one of the main themes of the REC’s Public Sector Resourcing campaign which went live last month. The campaign also emphasises the value of flexible staffing arrangements within the public sector and advocates the need for brave choices to be made in the way that services are delivered.

Commenting on the Prime Minister’s statement, Kevin Green, the REC’s Chief Executive, said: “Pay freezes and other short tem cost cutting measures must not mask the need for deep-rooted reform to services across the public sector. In the short-term, limiting pay is understandable but it is crucial that the public sector remains competitive in order to attract the kind of talent that can lead organisational transformation. One option will be to bring in change management experts on an interim basis to avoid full employment costs whilst still bringing in the necessary expertise."
