Recruiter Jailed For 2 Million VAT Fraud

A Norfolk gangmaster at the centre of a 2m VAT and PAYE scam has been jailed for four-and-a-half years. Norwich Crown Court heard Peter Wing, 53, who owned Brook Staffhire in Swaffham, supplied 50 to 150 migrant workers each week to five firms.
The firm paid the workers in cash but did not declare VAT and PAYE to HM Revenue and Customs, the court heard. Wing admitted conspiracy regarding non-declaration of PAYE, VAT and National Insurance of just under 2m.

Jonathan Kinnear, prosecuting, said the offences dated from December 2002 until September 2005. The court heard the firm provided temporary labour to the food processing industry in East Anglia. Mr Kinnear said: "Workers' benefit rights were affected as when they were unemployed, they were not entitled to any money as they had not paid National Insurance."
Richard Kovalesky, defending, said Wing had been in business for more than 20 years and had been a "responsible employer". Last month, three other people were sentenced for their part in the scam. Judge Alasdair Darroch told Wing: "Workers not particularly well paid have to surrender that money and it should not go to you and should not be spent on high living."
