Comensura, the UK's market leader in the procurement and management of indirect services has been awarded a three year contract for the provision of agency workers across Cardiff Council with an option to extend for a further 12 months. The Council expects that Comensuras vendor neutral solution will enable it to make direct cost savings of approximately 5 per cent gross on an anticipated annual spend of 8.4 million.

Comensura offers a combination of managed services and sophisticated technology platform that together manages the entire process for the procurement of agency workers. It enables key functions to be automated, and monitors and ranks supplier agencies against key criteria including cost, responsiveness and the calibre of candidates to create a dynamic competitive supplier chain that helps assure the delivery of quality workers.

The cost savings we could make from adopting Comensuras model really impressed us, explains Dawn Thomas operational manager for Cardiff Council. But what we particularly liked about Comensura was its flexibility. This was really important to us and the site visit to Tower Hamlets assisted the decision making process as we were able to see the system in operation and discuss the benefits with officers there.

Historically the Council has managed agency worker procurement on a service area by service area basis with managers being responsible for engaging any agency workers required. The arrangement was both costly and inefficient and lacked transparency and consistency when it came to the rates of pay negotiated. Comensura will manage Cardiffs complete roster of supplier agencies which will enable the Council to negotiate much more competitive rates.

Mike Trevor, CEO of Comensura says: Comensura will help the Council to streamline its sourcing and management of agency workers across the board and significantly reduce ongoing costs. The management information will also help the Council establish why and where it is using agency workers and assist in identifying issues with workforce planning.
