European Commission- EU Strategy for smart sustainable growth

The European Commission has published its proposals for a new set of guidelines which essentially set out the EU policy priorities for labour reform in member states.

The document entitled EU Strategy for smart sustainable growth includes at Guideline number 7 proposals for an increasing labour market participation This guideline however appears to suggest a correlation between temporary agency work and precarious employment.

The ARC is committed to the promotion of agency work as a positive force within the labour market and cannot support the suggestion that temporary agency work equals precarious employment. Agency work provides industry and workers alike with a flexible means of working whilst current and future regulations (namely the Agency Workers Regulations) will ensure that agency workers will have basic working and employment rights.

The use of language that associates agency work with precarious employment or with vulnerable workers -a common term used by the unions and the last government- serves only to create a negative image of agency work. The ARC wholly supports the counter proposals of the European Confederation of Private Employment Agencies that the European Commission Guidelines be re-drafted to support and encourage agency work and which recognises the valuable contribution that temporary agency work will make towards economic recovery in the UK and across Europe.
