Randstad Appointed to Managed Services for Temporary Agency Worker (MSTAR) framework
Randstad, the worlds second largest recruitment and HR services company, is delighted to have been appointed as a supplier on the Managed Services for Temporary Agency Worker (MSTAR) framework agreement, launched on 11th April 2011, under the Groups Randstad and Supreme Education brands.  The agreement, available to all local government and other wider public sector bodies across the UK, eliminates the need to conduct expensive individual OJEU procurement exercises and provides organisations with the opportunity to reduce overall recruitment costs whilst accessing a range of additional value added services.
Mark Bull, Randstads UK CEO, comments:  Our clients public and private - are telling Randstad loud and clear that what matters to them is reducing the overall cost of labour, not just resourcing costs. Equally as important is the need to ensure effective safeguarding, wider governance controls and legislative compliance.
Randstad is in a unique position to deliver on these objectives due to the strength of our brands in Managed Services, Care, Education, Technology, HR, In-house Services, Marketing, Finance & Professionals and Business Support across the UK.  Combined with the availability of Randstads sector leading safeguarding and compliance model, this ensures we are best placed to meet rapidly evolving requirements and demand levels for MSTAR customers across the UK."
The MSTAR framework was commissioned by the Local Government Professional Services Group (LGPSG) with support from the Efficiency Reform Group (ERG) and Department for Education (DfE). It enables organisations to engage a single, accountable provider to deliver resources across all business requirement areas including corporate services, social care and education. Depending on an organisations existing resourcing approach, a managed service model can achieve over 10% in savings.
Bull adds: Effective supply chain management of staffing companies to meet resource requests is yesterdays news this is a core capability, not a differentiator to customers. Whether organisations have an existing master or neutral vendor solution, or simply a preferred supplier list, they want a staffing partner who can deliver harder to reach objectives such as increased productivity, a reduced total cost of labour and real-time compliance. To do this you need to understand both the locality and the skill sets to be delivered, which can only truly come through being a deliverer of resources and not a manager of supply chains. This is leading many organisations with neutral vendor models to review this approach due to the benefits our solutions provide over and above a traditional supply chain management option.
ESPOs MSTAR framework gives buyers across the UK easy access to Randstads unique approach - based on a combination of resource pool management alongside traditional high quality delivery channels this is what many are looking for, and existing Randstad customers already benefit from.
Bull explains:  Our analysis with existing customers to date on the potential impacts of the Agency Workers Regulations (AWR) and the 2012 Pensions Act is leading many organisations to re-evaluate their workforce strategies. Customers realise that productivity is the key, not just headcount and spend. Randstad is delivering more output for less spend for customers across its markets an objective that lies at the heart of many business strategies in current austere times."
Randstad is delivering an AWR awareness programme across the UK. Contact us at  to find your nearest seminar in order to understand the potential implications for your organisation.
