Beecroft risks turning serious issue into political sideshow - REC

Commenting on the recent debate around a leaked version of the Beecroft report Recruitment and Employment Confederation (REC) chief executive Kevin Green says: “We need an honest and truthful debate about employment regulations in this country. But the leaking of this report has turned the issue into a sideshow of arguments between Ministers from different parties. Rules that could have an impact on many thousands of employers, recruitment agencies and workers need to be considered in a serious, meticulous fashion – not as fodder for a political slanging match.”

Addressing the specific issues relating to the recruitment industry covered in the official Beecroft report published by the government last night REC Director of Policy and Professional Services, Tom Hadley says: “Building business confidence to take on new staff is key to the economic recovery, especially for SMEs, but any changes must be carefully scoped to achieve the right balance.

 “While the Gangmasters Licensing Authority and the Employment Agency Standards Inspectorate have not been wholly effective, simply scrapping these bodies is not the answer. A better approach would be to target their enforcement work on rogue operators who exploit workers and undercut the market. Raising and maintaining professional standards is paramount, and improving the focus of enforcement, alongside robust industry regulation, is the best way to achieve this.

“We support the government’s plan to consult on the legislative framework for the recruitment industry, which will look in detail at the best way to strip away excess regulation without reducing essential safeguards for workers. We will ensure that recruiters’ interests and concerns are presented through that process.”
