RCSA Welcomes Umbrella Compliance Benchmark Book

Commenting on Professional Passport’s publication of a & lsquo;compliance benchmark standard for umbrella providers’ Handbook, Stuart Davis, Chairman of the FCSA says: “The FCSA welcomes this move by Professional Passport to improve the process of umbrella companies becoming compliant. Indeed, the FCSA welcomes all attempts and processes to improve compliance in the market. However, the FCSA has long made clear that there must be a single, workable definition of what compliance means in order to ensure that all umbrella companies adhere to the same strict standards.

“This is an area in which we’ve taken a lead and which we encourage others in the market to follow. FCSA members operate to the rigorous compliance standards which are set out in the FCSA’s Code of Conduct, and companies that wish to become members must first undergo an independent review by our advisors Ernst & Young before then submitting the resulting documentation to HMRC. The FCSA’s Code of Conduct sets the standard for professional compliance: our members can already prove that they are working legally and ethically at all times – we’d like the rest of the industry to be able to say the same.”

John Chaplin, Director at Ernst & Young says:“The more open debate there is about compliance in this sector the better.  What needs to happen now is that Agencies, Engagers and Contractors ask how their provider compares to best practice and take action if they aren’t satisfied by the answers”.
