Here at Genie Umbrella, we recognise the latest report from HM Revenue & Customs on offshore umbrella intermediaries brings a spectrum of concerns and worries for the recruitment industry.
The revised proposals from HMRC states that, as from April 2014, responsibility for correct Tax and National Insurance payments for workers employed offshore will fall to the recruitment agency, rather than the end user.
A significant additional cost and administration burden will be added to recruitment agencies, whose due diligence processes may need to be strengthened, as the new obligation will fall immediately and wholly on the recruitment agency.
This will also ensure that workers receive UK statutory employment benefits such as maternity pay and sick pay.
