Private partners are an asset in the context of regionalization of labour markets, says Federgon
In one year, there are around 700,000 people who are accompanied , trained and / or placed by private intermediaries.
The private sector, represented by Federgon , is now a key partner of public authorities to help jobseekers find work, fill vacancies employers, train and support workers in their careers, working towards the development skills and get back on track workers who have lost their jobs or risk losing it.
In addition to its economic role, sector providers of HR services also plays an important social role. Note in this context the contribution of our business in terms of social inclusion. Thus, the voucher system services provides employment for women mostly low-skilled workers and 18.9% of service checks have more than 50 years . Regarding the staffing industry , the latest figures show that 14 % of temporary workers are non- Belgians, and 25% have a low level of education.
Our sectors in figures
Cyclical sectors Federgon experienced for the second consecutive year in difficult times. Despite a relative improvement in activity during 2013 , the year is still yet closed in the red.
" With economic growth of just 0.2% and -0.38 % contraction in the field of employment , the market has suffered from a lack of dynamism. Though the area of ??Acting put to work more than 534,000 people during the year 2013, the volume of its activity is generally recorded down to -2.37 %. sector remains temporary and more than 13% below the level record figures of 2007 . however, it is important to note the continued increase in the proportion of over 50 years in the interim population, " noted Paul Verschueren , Director Research & Economic Affairs at Federgon .
The use of interim management has also suffered from the weak economy and decreased by more than 8% . Similarly, the areas of Recruitment, Search & Selection (-12.3 %) and training
(-3.6 %) Recorded negative results. Projectsourcing sector (0.5%) , meanwhile , resisted , among other things due to the lack of technical profiles.
In contrast, in the field of outplacement , the number of accompaniments started grew over 18 % , and in turn, the securities business - services still grew by 6%. The decrease in the number of vouchers purchased services ( -0.2% a year apart ) is certainly a first signal indicating that the market is becoming saturated .
Regionalization : an important strategic moment
Federgon for the forthcoming regionalization is therefore a good time to make a number of fundamental changes in policy of the labor market . Among other issues such service vouchers , temporary work in the public sector , training , outplacement and discounts target groups should be managed in a deliberate and professional manner within the framework of regionalization.
1) Service checks : continuity is a priority
As part of the regionalization of the voucher system services, it is essential to ensure in the first place to ensure continuity. The introduction of service vouchers is by far the measure to the most successful use of recent decades. The sector provides employment to 150,000 jobseekers mainly unskilled , is an important instrument in the fight against undeclared work and provides services to 900,000 clients. "Preserving the continuity of the system is therefore a priority ," says Herwig Muyldermans , CEO of Federgon . " It is only in a second phase, which will provide a sustainable response to the many challenges the sector faces , including the preservation of corporate profitability and the 60% ??rule ."
2 ) Equal to the public sector rules , non-profit sector and the commercial sector
Federgon strongly advocated that all stakeholders, public and private , commercial and non-commercial , that are active in the same market , can offer their services being subject to the same conditions. The problem of equality in taxation and social matters must be addressed urgently . In this regard we draw attention to the private language courses which have recently been subject to VAT , unlike the training provided by public and non-commercial partners , as well as unequal treatment between commercial and non- actors trade in the securities business - services.
The file loopbaancheque (' check - career ' in Flanders) is , on the other hand, a fine example of a measurement -based application , with a clear division of roles between the public partner in the role of manager and partner in the role of private actors. "The success of this check - career shows a device focused on subsidizing demand, with a clear division of roles between the public and private works and that it should serve as a model to guide the market policy of the employment in the future , "says Herwig Muyldermans .
3) More opportunities through temporary work
As part of a dynamic activation policy to insert as many people on the labor market, it is important that the system of temporary work is fully utilized. Temporary work in the public sector , but also the lifting of bans and restrictions in Skippers , ports and moving industry , in this regard would be a step in the right direction. In the same vein, Federgon is also requesting to be able to apply the system of pooling in the temporary work sector .
4 ) Simplification of outplacement system
Outplacement is now unnecessarily complicated . Thus, there are already four different systems. If the philosophy behind the new regulations is correct, the implementation , it is lame . Federgon therefore requires a generalization of the obligation to provide outplacement and accept instead a generalization of the right to outplacement . " Any worker who is laid off interest can quickly regain a foothold in the labor market , but we see today that is not intended or sanctions for the employer or the worker who opt not outplacement , "says Herwig Muyldermans .
To summarize ...
Private intermediaries in the labor market are essential partners for governments , businesses and job seekers , and play a central role in the functioning of the labor market through quality and professional and innovative nature of their activities.
However, the sector remains hampered by regulations that are not or not sufficiently adapted to current and future challenges of the labor market. Federgon therefore hopes that regionalization especially open new opportunities to shape the future labor market.
