Main activities: Recruitment Specialist
Build the recruitment proposition for the Home Office aligning with our overarching transformation programme * Oversea the delivery of a recruitment that will include senior / executive hires (through direct sourcing, internal networking, succession planning or external management of retained / executive search suppliers) * Development of systematic reporting and service level standards which will be provided on a regular and ad hoc basis to the team, stakeholders and leadership * Establish and develop a labour market analysis function * Work with the head of strategic workforce planning to improve forecasting and workforce planning capability. Technical requirements * CIPD qualified (essential) * Advanced assessment and selection (desirable)
Duties and responsibilities: Overall responsibility for the department's personnel and training strategy; Overall control of the personnel / human resource function; Formulating personnel systems and strategies appropriate to the department’s mission and goals; Recruiting and electing staff; Developing remuneration and reward procedures; Keeping executives informed on personnel and employee-relations policies, as needed, to preserve and facilitate departmental strategy; Planning and directing employee training and development programmes; Improving management / employee communications, including mediating in disputes and advising line managers on how to implement personnel policies; Ensuring compliance with employment law; Ensuring that health and safety procedures are adequate
Designing and delivering an innovative resourcing strategy for the Department to attract the skills and capabilities needed
Ensure that the Department can meet its business objectives by establishing and maintaining a resourcing and recruitment pipeline that provides senior managers and HR with an accurate picture of current vacancies and their status. Leading the development and design of the resourcing model for the Department.
Working in close partnership with the wider HR team establishing a link between workforce plans and recruitment activity, ensuring the details of changes and timing are communicated effectively.
Providing expert advice and guidance on appointments and recruitment matters in line with the Civil Service Commissioners Recruitment Principles where appropriate.
Work with CSR to ensure a sustainable service model for the future
Establish, report and review key performance indicators and service levels across the shared service provision. Suggest and implement service, process and system improvements to align with the HR Service Transformation work.
Interface and relationship manager for HR Directors on Shared Services
Essential Experience Required
Must have knowledge and an understanding of workforce planning and forecasting.
Experience of managing change ensuring strategy and operations are closely aligned
Technically skilled in assessment and selection methodology
Ability to work through a multi-channelled resourcing approach to meet the organisation’s resourcing needs.
Working knowledge of public sector recruitment policy and practices
CIPD qualified (essential)
* Based: London
* Salary: £600 per day Umbrella
* Job type: Contract 8 months
