Location & Terms of appointment Posts are based in London, full time, until 31 March 2017, with possible extension. Background BEIS and BEIS’ Partner Organisations play a leading role in bringing together responsibilities for business, industrial strategy, science, innovation, energy, and climate change. BEIS Ministers appoint over 100 board members (Chairs, CEOs, and non-executive directors) each year, to be the senior leaders on our Boards. Public appointments are an important part of the governance of arm’s length bodies and other organisations which the government funds and is responsible for. Public bodies across the UK deliver important and essential public services. This includes large public bodies managed by boards of directors and small, advisory committees made up of lay members, experts and specialists. Ministers appoint suitable candidates to the boards of these organisations in order to set their strategic direction and ensure that they are governed responsibly. Those appointed provide independent, expert advice to government departments and ministers on specific issues. They have a huge impact on the effectiveness and performance of these organisations, and therefore it’s important that we get the highest quality candidates into these posts. The Central Appointments and Remuneration Team (CART) are responsible for administering the process of appointments to the boards of BEIS public bodies and advisory committees. We are involved from start to finish in the appointments process. We are responsible for working with policy teams to agree the advertising routes, job descriptions, panel members and delivery plan for each appointment. CART are focused on providing an excellent service to candidates; policy teams and Ministerial offices. Our Ministers are involved at every stage of the process – from development of a recruitment strategy to the final selection decision of an appointee; and they need to be informed of developments in good time and through excellent advice, so that they can comment, make suggestions, and provide overall steers. Person Specification We are looking for up to 3 candidates, who have experience of both delivery and policy roles within the Civil Service. We are looking for bright individuals who are able to demonstrate strong political acumen and with experience of working in a policy background within central government. This is a generalist role covering a range of policy related responsibilities, which includes writing high quality brief for ministers and building relationship with senior public sector stakeholders. Please note this is not a Recruitment Manager or a Project Management role. successful candidates will be responsible for coordinating the logistics and delivery of BEIS public appointments. You will need to be able to work at pace, and quickly grasp the policy priorities of the department. You will be able to independently draft high quality advice to Ministers and have a good understanding of the political landscape in which you are working. Type of role Delivery, Stakeholder Engagement, Programme and Project Management, Policy Main Activities / Responsibilities The job holder will be required to undertake the following duties and responsibilities: • Day to day management and coordination of public appointment campaigns, ensuring campaigns are delivered on time and with strong engagement with policy colleagues. • Ensure public appointments work is compliant with the Commissioner for Public. Appointments Code of Practice (OCPA) and continuously review public appointments process to ensure a consistent and transparent approach, identifying where improvements can be made. • Draft high quality Ministerial briefing, providing timely and accurate advice on Public Appointments campaigns. • Act as a key point of contact for sponsors and colleagues across BEIS providing clear expert advice and guidance on public appointments policy and process. • Establish strong working relationships with stakeholders, including senior civil servants, policy teams, and panel members. • Be able to deliver multiple projects at once, with limited supervision. • Regularly monitor progress across one’s own campaigns and across the wider team. • Be aware of the various influences on the appointment process, and understand how this impacts on your campaigns • Be focused on excellent customer service, and be committed to keeping customers updated on the progress of their application
